People are mandated but are now being recolonised. The 2 men are in bondage - the little blue squares symbolic of windows into the soul. The Bird of Paradise is the national symbol - a symbol of hope.
When exhibited in the Grand Hall of Parliament PNG as part of the Orchid Show the painting had 5 strands of barbed wire across the foreheads.
